1. "Seti_mouse_wheel_tabswitch" is now "mouse_wheel_tabswitch" as its a global setting comes with every theme.

2. removed file_types folder as there is no need for it now.

3. added a couple of syntax to (sass,scss,less,rail-slim) ext files to make sure they display the right icon ,so plz install them again.
